A smart health technology combines smart technology and latest mobile device with health. Artificial Intelligence is also applied to perform tasks like analyzing laboratory tests, x-rays, CT scans, and data entry. AI-based apps can be used to access the current medical condition of patients that can aid in medical consultation.
Continuing innovation and improved data analysis will also help make it an area of constant enhancement that will continue to invent new ways of keeping people fitter and healthier.
A smart city is a promising approach to improve people’s wellbeing through making every dimension of their lives function seamlessly and efficiently; healthcare, the environment, mobility, infrastructure, connectivity, education, governance and living.
NDMC SCL e-Hospital scheme: is an open source Health Information Management System (HMIS) which is configurable and easily customizable with multi-tenancy support. It is designed to deploy in cloud infrastructure to manage multiple hospitals seamlessly. It has been introduced in a few hospitals, poly-clinics and 16 dispensaries.
Through the NDMC app, people can get information about medicine’s stock. Duty roaster of doctors is available online to help citizens in planning appointments.NDMC has opened one holistic wellness centre to provide world class services to citizen.
Health ATM: NDMC has installed a Health ATM at Palika Kendra Dispensary as a pilot project. It has automated health screening with integrated devices with checkup option of over 40 health parameters. The patients can just walk-in to the Health ATM to get a quick preventive health checkup on prescription with doctors. The machine also has a provision through which one can communicate with a doctor through a web camera.
The Health ATMs will have a sensor that will measure parameters such as body temperature, blood pressure, height, weight, and body mass index, density of fluid in the body, fat content and muscular content, as well as and, rapid test option and instant test report for epidemic diseases like dengue, malaria, HIV and Typhoid, all blood test, haemogram and lipid profile, various urine and pregnancy test and ECG.
Such Health ATMs has been installed at CharakPalika Hospital, Dharam Marg Polyclinic, Palika Maternity Hospital and TB Polyclinic in the year 2019-20.
Bike Ambulance:To ensure timely health assistance in traffic-congested areas and small lanes, the Delhi government has launched bike ambulance services. The bikes to be known as the First Responder Vehicles, will have a portable Oxygen cylinder, first aid kit and dressing materials, air-splints, GPS and communication device, among others.
Altogether, 16 bikes were launched to provide immediate medical care for people. Since the van ambulances find it difficult to reach in small lanes, bike ambulances will make it convenient to reach the high traffic zones as well as smaller lanes.
Against the sanctioned funds of Rs.40 lakh, the project was completed at Rs.23 lakh only, and the number of these ambulances will rise in the coming years.
Online Health License Module:NDMC launched Online Health License Module in the year 2018-19 to provide grant/renewal of health licenses online.
Some of the Empanelled Hospitals in the NDMC area are: Center for Sight in Safdarjung Enclave, Primus Super Specialty Hospital in Chanakyapuri and Delhi Heart and Lungs Institute in Panchkuian Road.
Wellness and Happiness:NDMC has paid a lot of attention towards engendering health through happiness of its citizens. Streets are the fundamental public space in every city, the core of social and economic exchange. Place making promotes a simple principle. If the plan for cities is to accommodate more cars and traffic, the result is cars and traffic. If we plan for people and places, we get people and places. With the right balance, streets can accommodate vehicles and become destinations worth visiting public parks where people feel safe to play and relax can relieve their stress.
A green area is a safety valve, where people can find breathing space. NDMC has developed roundabouts, parks and gardens, public places in NDMC area as ‘places’ and planned around major public destinations, which act as civic pride, social connection and human happiness, all precious commodities in an increasingly congested urban landscape. These has become happiness areas for visitors and residents where they feel connected to nature.
The power of 10 facilities in developing public places will be our core principle of offering a variety of things to do in one spot, for instance, a park with a fountain, playground and open gyms offers the people with fun and exercise for the whole family. If there is a library across the road, along with a feature for storytelling hours for kids and exhibits on local history, if there is a sidewalk nearby, a bus stop, a bike path, and an ice cream stand, then there would be several people thronging to such a place to de-stress themselves.
As a part of development of happiness area under the Smart City Projects, NDMC has developed the happiness areas at Yashwant Place, Kautilya Marg and Nyay Marg junction, Ambedkar Vatika at Janpath, Bharat-ASEAN Maitri Park at Tughlak Road, Kautilya Park at Kautilya Marg, Entry Point at Minto Bridge and Jalebi Chowk in front of North Block Avenue and these places are visited by public in large number.
Following is proposed in the action plan for further development of happiness areas in 2019-20:further beautify about 52 roundabouts by adding ornamental heritage type street light poles with landscaping and water bodies as per availability of spaces. Fencing of Haifa Chowk will be replaced by cast iron heritage designed railing to give it a grand heritage look; redevelop the Rajpathinto world-class boulevard, which includes development of cycle/pedestrian pathway, parking space for 1000 cars, toilets/utilities, drinking water, water body, development of vending zones and lake. The development also includes rejuvenation of water channel and installation of fountain in it. Being the center of New Delhi, NDMC will develop it into a World Class Boulevard in concurrence with theGovernment of India.
With sustained efforts and scientific approach of the horticulture department, the tulip, a temperate plant, which requires cold temperature, had been cultivated in a humid sub-tropical climatic zone having altogether different temperatures. NDMC arranges flower boards at various occasions, including celebrations of national flowers. Around 15 figures of animals and birds, all made of flowers, have been installed at various roundabouts. The horticulturists have artistically created camels, butterflies, elephants and birds. There are 19 floral fountains. 72 floral boards have been put up, each with different images of Mahatma Gandhi across the Central Delhi. Apart from flower decorations shaped as animals, there are four flower fountains and two special flower arrangements outside the Hyderabad House.Over a month after finalizing the plan to dismantle the iconic steel ‘sprouts’ at the All Indian Institute of Medical Science (AIIMS) intersection, the NDMC has initiated the tendering process for replacing them with multi-layered water fountain.The civic agency floated the tender for constructing a 30 metre-wide and 15-meter-high cascade fountain in the middle of green patch facing Kidwai Nagar Redevelopment Project.
Education: NDMC SCL has paid tremendous emphasis on improving the state of education in the area. There are 34 NDMC Schools (13 Senior Secondary, 07 Secondary, 1 Middle, 10 Primary and 3 Nursery Schools), and 11 Navyug Schools (7 Senior Secondary, 1 Secondary and 3 Primary Schools).
NDMC also has one Special School for specially-abled students (Aanchal School) and one day time Secondary School for drop-out girls and women. NDMC also runs 18 crèches, and provides grants-in-aid to three primary aided schools.
In a situation where there is a general decline in the yearly enrolment rate of students in government schools, is coming down every year, the enrolment in NDMC/Navyug Schools has shown an impressive growth during the last two academic years 2018-19 and 2017-2018 vis-a-vis the year 2016-17. The overall enrollment in NDMC/Navyug Schools in 2016-2017 was around 27,500 students, which has increased to over 30,000 students in the year 2017-18 and around 30,312 students in the year 2018-19. With the introduction of digital education, excellent infrastructure, digital education, better sports facilities, and improved quality of education, in the schools the enrolment in these schools is likely to further increase during the year 2019-2020.
Smart Classrooms were set up in all 29 NDMC and Navyug schools in all Hindi/English medium sections of classes VI to XII in the year 2016-17. Smart classrooms have transformed traditional classrooms into futuristic technology enabled smart learn classes by amalgamating state-of-art technology, infrastructure and professionally developed learning content. The subject curriculum is now being made available digitally to facilitate teaching. Such classrooms are being provided with high-end computers, advanced interactive display system based on high end projectors. It must be pointed out that there has been positive impact of these smart classes on school attendance, admission, result, and academic environment, quality of teaching, school infrastructure, school safety and school administration.
Tablet based smart classes is the latest development in the field of digital education especially for assessment purposes. A plan to enable tablet-based education for all senior secondary schools to undertake online assessment/evaluation of the students is underway. The bid for the same has been floated and the process for procuring the tablets for all 27 secondary and senior secondary schools is in its final stages and is likely to be completed by the end of March 2019.
This would enable faster and easier assessment of the papers and improve the learning outcome of the students. In collaboration with Microsoft and Samsung, tablets have been provided last year as a pilot project in three classrooms of two schools, namely, N. P. Bengali Girls Senior Secondary School, Gole Market and NP Girls Sr. Secondary School, Gole Market. The pilot results prove the experience to be very fruitful.
The School Management Information System has been implemented in all the NDMC schools in the year 2018-19, that has the modules of attendance, staff management, teachers’ management, preparation and generation of the mark sheets, comparing the performances of the students as well of the schools, and 29, 649 students have been registered under this School Management Information System.
Sanitation: To address the sanitation needs, NDMC has devised an innovative Public Private Partnership (PPP) model where NDMC provides space for construction of Public Toilet Units (PTUs) along with some additional space, which the private sector can use for revenue generation.
The private sector will also operate and maintain the facility in line with the defined standards of facility management throughout the concession period. The PTUs have separate women and men toilets, toilets for differently abled persons, wash basins, bank ATMs, sanitary pad vending machines and water ATMs.
To gather the response of citizens regarding the upkeep of Public Toilet Units (PTUs)/Community Toilet Units (CTUs), an online mechanism has been deployed to take the feedback/ response through installation of 331 number of tablets at such PTUs / CTUs. During the year 2018, total 4,67,530 number of feedback/responses were received through these tablets. Further, to create an offline feedback environment, QR code-based feedback mechanism has been placed in such PTUs/CTUs.
Of the planned 109 PTUs, 30 have already been constructed and are in use, while construction of the rest is underway. It is interesting to note that PTUs facility at multiple places have encouraged the people to access these facilities and avoid open urination. This is contributing to keeping a clean and odour free environment in NDMC area.
